Tempest brings a collection of powerful Abilities into battle, but has low HP and average power. Keep her behind her Troops and try to avoid direct engagements.
Pulse is Tempest's low-cooldown ability and can be used to create space between her and enemy Troops or Heroes. An entire army can potentially be drawn in and locked in place with Vortex, setting up a strong area-of-effect attack as a follow-up to clear the battlefield. With careful positioning, Wind Tunnel can help keep enemy Troops at bay while boosting the Speed of friendly Troops and getting them into the fight more quickly.
Build a Team around Tempest that can defend her while taking advantage of the stopping power and immobilization of her Abilities. Troops like Switchblade or Brute pair well with Tempest as defenders while Spells like Mana Mine, Shock and Mana Missile should be kept on hand for use after Vortex. Drum Drum can buff your Troops while opponents are incapacitated and Doomray can offer ranged damage and a potential distraction for the enemy Hero. Battlefield placement of Wind Tunnel should be very carefully considered, as it will spawn based on Tempest's location and stretch horizontally across the arena.
